Papua New Guinea
(PNG) and its 600 associated islands is the largest nation in the South Pacific
in terms of land area and population. Geographically, PNG is dominated by
extensive mountain ranges, rainforests and river systems. Roughly 88 percent of
the nation’s 7+ million population lives in rural areas, many of which are
still inaccessible by road due to the mountainous landscape. In situations
requiring medical attention, living in rural areas is often perilous.
Healthcare services
to rural and urban areas of PNG are primarily provided by the PNG Government
and non-state providers such as churches. However, the lack of a firm structure
of funding and accessibility has created a long-standing and significant gap in
adequate healthcare delivery.
“To date, a high
level of fragmentation in the institutional and fiscal relationships between
national, provincial and lower levels of government has contributed to the poor
health outcomes. There is an unclear allocation of responsibilities for service
delivery which creates significant barriers to improving access to services,”
the World Health Organization (WHO) said in the Human Development Report 2013.
The WHO reports that
while PNG’s healthcare scene has largely remained the same for the last 15
years, the new National Health Plan 2011-2020 was developed to improve service
delivery for the rural majority and the urban disadvantaged population. The
plan was developed in accordance with the Government’s development strategy, a
sector-wide and collaborative overhaul of nation’s approach to healthcare, and
aligned with pledges for increased involvement of central government agencies
in this sector.
Naturally, National
Health Plan 2011-2020 is inherent with obstacles, though these challenges are
offset by incredible opportunity for the government and WHO to partner in
achieving the shared vision of improving service delivery and increasing
funding for rural health services.

City, nearly 7,100 miles from the rigged mountains of PNG, is the headquarters

Over the course of
24 months, Kallo plans to unfurl its solutions in PNG in a manner designed to
meet rural healthcare needs, increase the level of education of the nation’s
healthcare workforce, and accelerate advances toward meeting WHO-mandated
healthcare objectives.
